NextEra Utility Company has brought a proposal to build a large industrial solar site to the Planning Commissions of Johnson County and Douglas County, Kansas. As this is one of the largest solar sites to be built in the United States, neither County has existing policy to address issues that can result from the installation and use of acres of solar arrays.
