Energy Efficiency and Pay as You Save

This week on EcoRadio Brent plays a talk from the Clean Energy Business Council’s Policy Summit that was held in Topeka on January 16th at the start of the KS legislative session.  The speaker is Geoff Marke, Chief Economist of the Missouri Office of the Public Council.  His talk was titled “Energy Efficiency and Pay as You Save — What lessons can we learn from Missouri’s Energy Efficiency Act? What new financing tools can help Kansans make efficiency upgrades?”

The Missouri Office of Public Council and the similar group in Kansas, the Citizen’s Utility Rate-Payer Board both advocate of consumers with respect to utility rates.  In the talk Geoff explains how utilities use supply-side management which often results in excess generation capacity being build.  He advocates a demand-side management method called Pay as You Save, which is successfully helping poorer consumers gain access to energy savings.
